Foreign Office, April 26, 1901. WITH reference to my note of the 1st February last, I have the honour to inform you that a Report has been received from the Governor of Hong Kong on the subject of the alleged agitation against the Chinese Government in that Colony.

Sir H. Blake states that, so far as the police can ascertain, no active agitation exists, and he is informed that Kang Yu Wei's party is in favour of reform in the direction of purity of administration, and not of rebellion.

With reference to the mention made in your note of the 14th January of the discovery of Kang Yu Wei's connection with the dynamite explosion which occurred in the Yamên of the Governor at Canton last year, Sir H. Blake states that he has heard nothing to show that Kang Yu Wei was in any way implicated in that outrage.
